“Miscalculation on the Road to War: Bureaucracies and Information in International Crises”

Professor Tyler Jost, Brown University Political Science Department

Why do states start conflicts they ultimately lose? Why do leaders misjudge their prospects for victory? In this lecture Professor Jost explains how the design of national security institutions in China, the US, and other countries affects the quality of information on which leaders base the choice for conflict. Effective institutions can help leaders avoid disaster, but leaders may undermine bureaucratic effectiveness to preserve their own power. Miscalculation leading to war is often the tragic consequence of how leaders attempt to resolve the trade-off between good information and political security.
